AUSTRALIAN AND N.Z. CA-L’LE ASSOCIATION. GERMANY STILL EXPLAINS. LONDON, January 18th. The “Times" Berlin correspondent states Germany i.s still trying to convince the world that she did not clfuse the war. The latest attempt to prove she. acted as she did, solely for reasons of self-defence are given by General von Kuhl who seekod to explain the telegrams sent bv von AMthe to the Austrian Marshal, Conrad von Hotz.endorff, on 30tli. July .191 1, in which Austria was at)vised to reject the Briti -li mediation proposals and to prepare for a European war in which Germany certainly joined. Kuhl declared wliat disturbed Aloltke was the news received on 29th. July that Rustffa had started mobilising against Austria. He perceived the danger for Austria, as .die then was only partially mobilised against Serbia with whom Conrad he.j red to settle matters with the intervention of Russia. This now appeared in,possible. Nevertheless Austria did not start full mobilising till 30th. July. Thai, says Kuhl. is the reason for Aloltke’s interveniVill. Till then he favoured moderation, and declared Germany would not mobilise. ..so long as Russia did not. but when tbe news ai rived in Berlin on 30th. July that Russia had derided to mobilise against Austria, which thereby threatened. Germany. Aloltke sent the. fateful .telegram. Kuhl adds that Germany’s array was not ordered to mobilise until the afternoon of Ist. August.
