The “Times” Brussels correspondent says that special negotiations are proceeding between the French and Belgian Governments, in regard to the question of reducing the strength of the military detachments in the Ruhr. The French general, Degouette. is favourable to a reduction compatible with tbo security ot the troops. The Belgian Government considers the time has come to begin the withdrawing ul troops, but, iu view of the disorder reigning beyond the occupied region, certain precautions are considered necessary. The two Governments are also favourable to a wider measure of clemency to the people expelled from the Ruhr for opposing the resumption of work and persons serving a sentence will also he liberated.
