He contended that Knited State,-., the British .Empire and Italy were in agrnvment and could impose just conditions upon anybody. The Empire’s resources should be developed by improving Empire transport and communications as advocated by -Mr Bannerman in 1907. ADVICE TO ELECTORS. LONDON. Nov. 21.
