The Treaty was ratified by the Senate last March, but with a provi-imi making it. applicable to all .Hrilisli Nationals. As it was neeol ialed solely by ('anada and dealt with matters purely ol Canadian interest, this provision made the application of it quc-tionable. It is ,- understood, when it is rc-suhniitted an attempt will he made to secure its ratification in the form in which it was signed. The Treaty has occasioned a controversy, as the Hriti-h Ambassador here was not invited to si,ten it.
