PARTS-, November 18. The Congress of the International Boxing Union, at which Belgium, Holland, France, Italy the United States and Switzerland are represented, discussed the failure of Carpentier ami Siki to meet in a return match. It was decided to deprive Siki of the titles he won by defeating C'arjienlier, and also that Carpentier lie ineligible for championship honours. A list of the world’s championships agreed upon, showed that all except the midlewcight, which is still open, are held by Americans. It was decided, in order to enable boxers to avoid damage to their hands, hat the weight of the gloves he fixed at five ounces for ail contests up t-o and including the light weights, and above that category six ounces.
