AUSTRALIAN AND N.Z. CABLE ASSOCIATION. AMERICA UNCERTAIN. WASHINGTON. Nov. 4. A lengthy note from M. Poincare lias arrived at the French Embassy, replying to Mr Hughes’s objection to the reduet ions ( ,u tlie score of the expert coin in it tee’s work. It is understood that the note respects tho provision that the Allied debts lo the United States must not be discussed. The French hold that the Reparations and debts amiot be separated. France is also said to bar a discussion of the evacuation of the Ruhr. The note, generally, is conciliatory. but insists upon the delimination of the scope of the economic conference. The State Department, immediatelv upon the delivery of the message, will take up the question whether the French attitude makes a conference impossible. Considerably uncertainty exists in official circles concerning the i titcome of tile discussion, the American Govern Lira:t being equally reluctant to engage in a purposeless conference, or hastily to reject the French conditions, since it earnestly wishes to give, ns fully as possible, aid in the rehabilitation of Europe.
