The “Daily Express” Madrid correspondent says that the proclamation, ordering civil servants to he on duty at nine o’clock under a penalty of dismissal, caused a spectacular and wild scramble among over two thousand civil servants who had never been seen in the .office previously. They had never worked and they paid messengers to collect their salaries. When they arrived they found no office accommodation and no work. SPANISH DECREES. (Received this day at 1.5 p.m.) MADRID, Sept. 19. Decrees signed by King Alfonso include one against the Separatists, ft provides for the trial by court martial for offences against the unity of the country and permits only Spanish (lags to be flown on buildings and ships, except foreign ones, ft also imposed heavy penalties on Separatist propaganda or risings and enforces the use of the Spanish language for official purposes.
