De Rivera, interviewed by a “ Daily Express ” special correspondent at Madrid, said:—“There will be no President of the Council, and no Ministers. J have suppressed these offices in order to show that the old regime has ended. There will be a Bureau of Complaints for each Ministry, where all Spaniards inav state their grievances.” . “ The names of the future Ministers as already published,” he said, “ are a pure fantasy. When the moment- arrives, we wil form a Government of capable, honest men of talent, morality, and energy, who will respect the King and the laws. AYe are dissolving Parliament, not to govern without it. but to form another truly representative Spanish opinion, which will create a now Constitution.”
“We are sending General Aispura, former Minister of Alar, to .Morocco, with orders to settle the whole business. AYe will respect the treaties with llaisu!i. \Ye will not make any with Abrclkim, the leader of the Rills. AA'e intend to launch a new offensive oil Melilla, using 150,000 troops. AA e shall form a National Guard, to preserve order in Spain, each of the nine regions furnishing 50,000 responsible citizens for it. Tliese are not to be called Fascist!, but Somate, who first existed centuries ago, when they were summoned to protect tho Son-nisli towns against brigands. Proceedings have already been begun against Senior Alba (ex-Foreign Secretary) -and Senor Prieto (ex-Premier) charging one with the theft of three hundred thousand sterling, intended for the Moroccan service, and the other with aiding and abetting the theft. MADRID. Sep. 10. King Alfonso has signed a decree dissolving Parliament.
