The “Daily Express’s” Berlin correspondent says:-- 1 learn that Herr Stresemann's Cabinet has decided not to insist- oil the withdrawal of the French troops from the Ruhr as a prior condition to a settlement. The new plan is that a settlement will be reached in stages. During the first. German sovereignty will be restored to a ceitain extent to enable the German Government to carry out its plan to mortgage private property for the reparations; then will come the restoration of Gorman rights concerning the management of the railways and finally the restoration of the German Civil Service. It is intended to secure an agreement w ith foreign financiers, during the first stage, by which Germany "ill be enabled to guarantee speedy payments, and thus lead the Ruhr population back to work.
