Tho loss in Tokyo and neighbourhood represents less than a quarter of her producing plants. Regarding the problem of reconstruction, there are apparently two schools of thought, one advocating rapid construction with the aid of foreign capital, while the other favours the prolongation of the period, enabling the country to provide for its own needs as far as possible, without calling for foreign financial aid, and thus attempting to ward off the possible dangers of a false boom.
