£ ÜBTRALIAN AND N.Z. CABLE ASSOCIATION. AMERICA’S ATTITUDE. NEW YORK, Aug. 31. Touching upon the situation in Europe, Mr Hughes (L'.S.A. Secretary), said: “Our attitude is one of independence, and not of isolation. Our people are still intent upon abstaining from participation in the political strife in Europe. They are not disposed to commit the Government, in advance, to use its power in unknown contingencies.” THE MONROE DOCTRINE. NEW YORK, Aug. 33. Air Hughes (U.S.A. Secretary of State) addressing the American Bar Association at Aliinicapolis, defined the .Monroe Doctrine, and generally reviewed the situation of the American possessions in the Caribbean Sea. He said, concerning the Aloimie Doctrine, that it was not a policy of aggression but one. of self defence. The Government of the United States reserved ts itself the Doctrine’s definition, interpretation, and application. CHINESE CONSUL RECALLED. OTTAWA, August 'JO. The Chinese Government has recalled Doctor Cliillien Tsus, Consul General in Canada, as a protest against he Canadian immigration law passed iast June, which law the Chinese consider drastic and unfair.
