It is therefore inaccurate, says the “Journal.” for France to accept as a basis for discussion, the suggestions contained in the British Note. SOME NEW SUGGESTIONS. LONDON. Aug. IS. The “Daily Telegraph's” Paris correspondent states:—“M hat emerges from gossip on the nature of M Poincare’s reply is the possibility of limiting, for a moment, the German debt to litTv milliard gold marks, by the adjournment of the Allied debts. In addition, M. Poincare seems to hold to the exploitation of the Rhineland railwavs; the seizure of the customs on the left bank of the Rhine; levies on foreign currencies derived from German exports; and the concession of the Ruhr mines linanoos and the organisation of monopolies.” M. Poincare is also credited with lavouring a prolonged moratorium, to enable Germany to restore her linunees. while maintaining deliveries in kind. COERCION ON THE RHINE. COLOGNE, Aug 17. The Rhineland High Commission have decided to prolong indefinitely the travel lsirrier between the unoccupied and occupied territory. CHINA AND GERMANY. LONDON, Aug. IS. The Chinese Government has advised its legations throughout the world that beginning on September TRh. all Getman issues of Chinese Government obligations will be regarded as invalid. The bonds thus involved include AngloGerman loans of 189(1 and ISOS, a reorganisation loan of 1903. and Jientsin, Pukow and Hukwang railways loans.
