A dramatic escape occurred from San Sebastian, of Commandant Alzugaray, who was serving eighteen years imprisonment at Fort Maria Christina, for his share in the Melilla disaster in 1921. llis wife visited Alzugaray in his cell and later the warder found only the woman there and the husband gone. The wife bad entered wearing two dresses. It was Alzugaray who left disguised in the outer dress, instead of the wife. It is conjectured that the Commandant went in the direction ol Cape Tresforcas. where a motor boat awaited him. STATEMENT DENIED. (Received this day at 11.45 a.m.) LONDON, Aug. !). Sir ,1. Cook denies the accuracy ol the statement at yesterday's plenary session of the .Mandates Commission by Mr Grim.shaw, the representative of the International Labour Bureau, that the workers in the mandated territories were, after being recruited in one district, transferred to another which was climatically unsuitable, thereby leading to a rapid diminution of the population.
Sir J. Cook points out that on the authority of the h'ghcst official reports, that experience negatives Mr Crim-Jifiw’s allegations. Great floods are reported in the Bassein district, Burma, owing to a breach in the river embankment. Wide stretches of country are under water, the houses being engulfed. Fifty thousand people are taking refuge in the hills. They are short of food and extensive relief measures have been organised.
