Tho Disarmament Commission approves of the Draft Treaty for submission to the Council of the League of Nations. Tn the first article signatory Powers solemnly declare that an aggressive war is an international crime and undertake not to commit this crime against any other State. A signatory power believing itself threatened by a neighbour may inform the League Secretary who. thereupon, will summon the Council if aggression has actualv taken place. The Council must decide within four days which State was the aggressor.
was the aggressor. Tile Signatories will undertake to accept the Council's ruling but the Powers actually engaged in warfare may not vote. Other provisions have been already outlined. Al. Poincare bad a Conference with I.ord Robert Cecil in reference to tho Treaty.
