Chicago reports state that private observers estimate the Canadian wheat crop, which is being now harvested, is the host for years. It will probably reach a total of 400,000,000 to 440,000.000 bushels. U.S. A. AND RUSSIA. WASHINGTON. July 23. Mr Hughes (U.S. Secretary) replying to a letter from Mr S. (Jumpers (President of U.S.A. Federation of Labour). asking what is the American attitude towards Russia, lias re-asserted that the United States delegation would not grant recognition to the Russian Government at the present time.

Mr Hughes says the United States, contrary to the European custom, aid not with-liold recognition from a Government arising from a revolution, but it must bo assured that such a Government Ims popular support. In conclusion, Mr Hughes said: “The United .States cannot consider the recognition of the Soviet until it receives convincing evidence that the Soviet will observe the fundamental ton ditions of international intercourse, and will abandon its persistent attempts to subvert the institutions of democracy as they are maintained in the United States and other countries. ’

CRIMINALS RECAPTURED. NEW YORK. July 23. According to a message from Chester, Illinois, the armed posses have recaptured all hut eleven of the twenty-six insane criminals, many of whom nro murderers who escaped from the Illinois criminal insane hospital. Two guards were stabbed and one maniac shot dead in the battle preceding tho escape of the seventy-five inmates who were in the open air cage for exerciso. They attacked the guards and wrenched the liars apart with wooden benches. Other guards who rushed to tlie scene prevented wholesale escapes, hut twon-tv-six eluded pursuit overnight, causing a panic in tho surrounding neighbourhood. All houses are being barricaded.
