INDIAN CENSURE MOTION. DELHI. July U> After a heated debate, the Assembly passed a vote of censure on the Government of India with a majority of nine for its intervention in connection with tho Alliance Bank affairs. The motion was moved by a prominent Indian liber and strongly supported by Indians. The contention was that Government had no right to a (ford relief to the Alliance Bank sufferers, unless it was prepared to give relief to other bankrupt concerns, which it refused to pledge itself to do. The Finance Minister replying, declared the Government tool; action in order to prevent a financial panic. General Wylie (Smith Africa) in seconding the motion, said it was rillit for the mother country to give concessions, especially in such tar distant Dominions us Australia and New Zealan.d
It was decided to hold the next biennial conference in A list ivilia, provided there were no insuperable difficulties.
