I-ARIS, July IS. The Reparations Commission has received a Herman deputation concerning the proposals for meeting the payments. A decision will be given in due course. EMPIRE .SERVICE LEADER. LONDON, July 18. At the Empire Service League Conference. Sir Andrew Russell (New Zealand! pi evented the report ol a subcommittee on emigration, which stated that about 300,000 ex-service men in England were out of work, and that a considerable number ol them who are over 30 years of ago, were also without prospects of employment in the near future. It was considered that- many who at present are unlit could become efficient by a system of training in camps in England. The tcporc recommended the conference to approve of regulated emigration and land settlement within the Empire, and to pledge the members to assist in schemes. It also recommended 'the I'll- - Government to make arrangements that would enable the Grand President of the League to meet the Dominion Ministers attending the forthcoming Imperial Conlerence, and communicate to them the conclusions of the previous conference. The report was adopted. The “Morning Post," commenting on Air Buckley’s recent speech says: “Among the Dominions, Australia leads in organised inter-imperial migration, while Britain lags behind. The business of overseas settlement on this side should be entrusted to one man, whose duty it would be to divide the country into regions, provide recruiting and training centres, also equipment, depots and transport, and shipping. The "Morning Tost” suggests that Britain should prepare a complete scheme for submission to the Impel ial Conference.
