The United .States Government will refuse to participate in the British plan for a settlement of tho Reparations crisis if the British Note to Germany involves the question of the Allied Debt to America. NEW YORK. July 18. The United Press correspondent at Washington learns officially that the United States Government will refuse to participate in any British plan for ,h settlement of tho Ruhr and Reparations crisis if the British note to Germany involves the question of the Allied debts to the United States, ft is generally presumed, from Mr Baldwin’s latest speech, that such ns involvement will he inevitable. The correspondent understands Air Hughes (U.S. Secretary) already has expressed to some diplomats his opposition to such a linking of the debts and the Reparations questions, as the United States maintains that those question are totally unconnected.
U.S. FINANCE. this day at 9.-15 a.m.) WASHINGTON, July IS. The Treasury Department announced the expenditure for 1923 fiscal year on the Army and Navy totalled 725 million dollars, 205 million less than 1922. The total Government expenditure for 1923 amounted to 5097 millions, showing a revenue surplus of 510 million.

(Received this day at 9.25 a.m.) NEW YORK, July 13 The New York “Times” Washington correspondent states officials of the Harding Administration expressed satisfaction at the Lausanne settlement, esporiallv as an American diplomatic victory the non-inclusion of Turkish petroleum companies claims in the treaty. United States is prepared to proceed separately in negotiations with Britain concerning the companies elnims to a monopoly of the oil fields in ■Mesopotamia. It is understood Aft Hughes feels gratified at the fact that tho Treaty will assure an open door in .Mesopotamia and is prepared to defeat any .attempt to exclude Americans participating in the development of these oilfields.
