GERMAN PROSPECTS. (Received this dav at 9.45 a.tn.) BERLIN, July 19. Civil war prospects are being freely discussed in the German Press in consequence of the Communist organ “Kotefamnu” calling on Communists to prepare to fight what it describes as a white terror. The middle class hold up their hands in horror and Socialists smugly declare the military success is valueless without a political momentum. Only the nationalists see anything to bo gained from civil war and are. quite preparing to utilise force when tho time is ripe. In addition to Bavaria where preparations proceeded openly, training goes on elsewhere, tspeeially in Mceklenlierg and Pomerania on the estate of >1 linkers. Some of the best military brains in Germany control the movement. Tho pivot of the district lios in Spessart Forest, in the north-west corner of Bavaria whence the important industrial region of Northern Bavaria is available. The Monarchists wish firstly to make sure of Bavaria. Tlit virtual cessation of the Inter-Allied Commissions activities enables the Monarchists to pioceed undisturbed. Hence the Communists are beating tho big drum urging workers to rally around the Communist standard. They are organising monster parados all over the country. FRENCH SEIZURE OF MARKS. PARIS, July 19. Advices from Dusseldorf state the French seized twenty-six milliards of marks, intended for the railway strikers.
