["The Times’’ Service.] INCENDIARISM. CONSTANTINOPLE, July IG. A band of incendiaries has been arrested for burning heavily insured buildings in collusion with the owners. The head of tho fire-bugs is alleged to bo an Armenian, who also is President of a newly-formed Turco-Armenian Association. Tho others include Armenians and about a dozen Creeks. It is believed that Ihe hand consists of about TOO members. The Turkish newspapers are seeking to invest the hand with political motives, hut tho facts appear to show that it, was engaged purely on the fraudulent business of insurame incendiarism on a large scale.
AGREEMENT CONCLUDED. (Received this dnv at 9.25 a.m.) LAUSANNE, July 17. The conference concluded early this morning, an agreement being reached on all points, 'flic "Daily Telegraph” correspondent says the powers each retain one cruiser and two destroyers in Turkish waters, until tlie Treaty is in operation, or December .‘list whichever is the earliest. Two concessions in dispute were settled and a third omitted from the Treaty, the Allies reserving the right to deal with the matter subsequently.
