The ‘‘Daily Telegraph” says Lord Curzori expressed Government’s surprise at M. Poincare’s speech. It is expected the draft now will be considered by Cabinet on Wednesday, and despatched to the Allies on Thursday. THE BLOCKADE. LONDON, July 17 The “Daily Express” Berlin correspondent states the blockade of tbe occupied territory, which was expected to end on the 15th at midnight, has been extended for ten days. Thousands of German women and children finding there were no trains, attempted to walk across the frontier, many with their belongings in handcarts, The polin'; allowed none to pass.
