FRIDAY. JULY 13. The Council met at 7.30 p.m. Present — Messrs U. A. Perry (Mayor), Cnuison, King. .Jeffries, Mnekay, I,loyal and Heinz. Mr Coulson thought the Department ought to he asked to put on sufficient carriages to carry a reasonable number of the public. 11)0 as proposed would mean that there would he very few able to go. Mr Heinz -aid Mr Neville had filled in a ditch in front of his pmperty to make an approach to ins garage-, with the result that the waterway was blocked. Tie had instructed the Overseer to clean out the waterway and this had been done. Left to Public Works Committee lo deal with.

Front AAL Connors, Abattoir slaughterman, stating he could not agree to the proposals made by the Council for an increase in wages, in lieu of assistance.—Received.' .Air King said that einptiries in Christchurch had shown that the job should he an easy one. Mr Jeffries said it appeared to him that the Council had got what it was looking for. (Mr Perry took exception to this statement). Afr Jeffries said in addition to the killing, there was the yarding and the delivery r‘ the meat. Tf (he slaughterman claimed what he was entitled to under the award he would gel L'7 a week. He thought the Council should reconsider the application. He did not think the Council would expect Connors to employ assisl'tnce and pay Cl. a day out of the salary of 15s ltd that he gut. The .Mayor said when the Abattoir Committee recommended tut increase of £2O per year they thought that it was sufficient to meet the extra assistance required.

Afr Jeffries moved a conference ho held with the Abattoir Committed', the Mayor, mover. Manager and Connors', and report at next meeting. Seconded bv Mr AATtnd and carried.

Front Princess Theatre Coy., replying to request for suggestions in reply to Department's request in connection with sanitary requirements.—Received. RAT LAVA Y PROPOSALS The District Engineer of Railways. OreymoutU (.Air R. Kent) wrote: Further to my discussion with your Council of yesterday, the following proposals have been agreed to in connection will) your letter ol 29th. March Hampden Street.—The proposals are reasonable. Hampden Street should ho made similar to Stafford Street. Sewell Street. —These proposals arc not. reasonable and if required should 1,, i-arried out by the-Borough Council with the exception of the gravelling of the street to a width of -10lt. which we would do.

Fitzherbort St.—The gravelling of streets by ns to a width of 4Oft. is reasonable. hut other proposals are not. and should be carried out by the Council if required. Weld St.—Proposals reasonable to be carried out by ns.

Town Clock.—Tim shifting by us of the town dork is an unreasonable proposal and could not lie agreed to. Sewell St.- Footpaths to be gravelled and kerbed both sides. It is not reasonable that we should wo asked to do this.

It is: possible to plate metal to a width of -ICft. in I- itzherhert St. opposite the goods slii'd without eneroitehing upon the storm water drain and 1 do not think the Department would accept any liability for the renewal of this drain.

In view of the liberal manner in which the Department lias met the wishes of lout* Council I trust they can now give written tonseiil to the closing of Stafford Street. The Mayor moved the reception of tile letter. With the exception of the drain in Fitzherbert Street be thought the proposals were lair. lie though! they should accept what was offered. Clauses S and 9 were agreed to and the whole as amended, approved. OVERSEERS REPORT Gentlemen. —1 beg to subm.t the bellowing work completed during the pas month. The first week in June, owing t 0 the inflow at the reservoir not m ing up to the usual quantity, we mam a, inspection of the pipe Into from the reserve*if to the Lake, and found the cause of the shortage at the intake., bearing partly blocked with «>'*•• Yfter clearing the grating the Uo« m creased to the usual quantity. rtd> three small leaks being located on the whole line. This being the smallest

amount of leakage found for a considerable time.

During the month the larger portion of the time has been spent in grading and removnl of spoil, most of the streets east of. Tanered Street have been graded with the exception of the cross streets above the State School. The outlet of the Brain at the North Boundary lias been cleaned out as deep ns possible, the sea bench having built up, causing the outlet to be closed up. The crossing at Tudor Street lias been cleaned out, this being ps’t of the same drain has made an improvement, hut to make a. good job oi it. about -10 chains require attention. A large timber crossing in Jollie bt.. unsafe for traffic, lias been renewed, and one in Park St. repaired. Two water connections and several repairs to faulty ones attended to. Some 18in. concrete pipes have been made and a quantity taken out ol moulds. The usual street cleaning and maintenance work lias also been attended to during the month. THE ESTIMATES.

The Town Clerk submitted the estimates of receipts and expenditure for the year commenced on April 1-n, 1923, requiring a total rate of Is Id m the £ as against Is ljd last year; and that the sanitary fee he reduced Irani 1 (is to Ms per pan. and also a special rate of 3d in Hie £ for Hie Harbor Board. Mr Coulson moved that the proposals he adopted. Seconded by the Mayor and carried. CEMETERY COMMITTEE. yfr Wood repotted that the £25 voted for repairs at the cemetery had been expended and he moved that a further £25 he voted. Seconded by the Mayor. Air Heinz suggested the staff assist for a week. The motion was agreed In. The Mayor said tinder the Public Bodies 1 .easing Act they would be able to «et power to be a leasing lmdj.
