July 3 The memorandum presented to the Council of the League of .Nations bv the inhabitants of the Saar \ alley asserts that intolerable avis on the port of the present governing commission have brought about an impossible state of affairs, and the present Commission has lost the respect and confidence ol the people, owing to its narrow-mind-edness, its disregard for rights, it* lack of understanding of the, people’s needs, and it* misuse of power.
