Impartiality in administration is as important as efficiency. "Without fear or favour" must he the guiding principle in all dealings with the legatees. Events have proved ill all countries that some trustees have not acted impartially, and others have acted in a spirit of mistaken kindness which has opened the way to ultimate injustice. Xo argument can induce him to swerve from the strict execution o! his trust. This assurance of impartiality is as solid an advantage as the State guarantee of safety and fidelity.
