AUSTRALIAN AND N.Z. CABLE ASSOCIATION. PROTECTING CHILDREN. LONDON. June 20. Major Paged introduced in the House of Commons a Bill for the better protection of .voting children. It lias been read the first time. The Bill provides that- any man convicted of sexual offences against children under thirteen may be privately whipped, in addition to being imprisoned. Mr Buchanan, a Labourite opposed iho Bill, submitting that, not whipping but education and good housing would euro this evil.
