The State Dopati;ment’s latest advices from China satisfy the administration that tho conditions have improved and that the release of the captives bv the bandits is now piohahle. The prisoners are safe, and it is felt that the fact the bandits are surrounded by strong forces of troops will compel them to negotiate. Air . B. Powell, an American editor, has been paroled by the bandits in order to convey their terms, which apparently are the same as those cabled he lore. M 1 Powell also brought tho will of Mr Leon Friedman, another American captive, disposing of his property in the event of his death.
