Tchiteherin’s Note, which sought to make Switzerland responsible for Vorowsky’s murder. It expressed astonishment at the Soviet’s attitude. Tho reply declares that the Government would have preferred to receive some explanation ot the unexampled treatment meted out to Swiss subjects in Russia. DEFENCE OF THE PACIFIC. AIR, FLEET'S NECESSARY. (Received this dav at 1.30 p.m.) LONDON, May 22. The “Daily Telegraph” in an article points out that readiness fer war depends on the efficiency of the.air fleet in peace. This applies to the Dominions equally with Britain. The paper goes on to say: “Primarily the first interest of each Dominion is it’s own immediate protection. At tho very least each Dominion must establish an organisation capable of holding oil’ an enemy until assistance arrives in Australia. This must appear chiefly ns a matter of naval armament, yet the importance of air cruft in Coast defence is obvious, and owing to Australia’s enormous coastline air craft must play ft large part in the defence and maintenance of communications,”
