Theory in Practice. The events of the last four years in Russia are a good example of the fatal effect of a too impetuous pursuit of theory in the reform of human affairs. The war has brought extremist movements to the front in nearly all countries; but nowhere, perhaps, has extremism been given such, full rein as in Russia, for its results to lie seen.
