OoHT!<v Samoan Mandate. The New Zealand Government is spending large sums op Samoa, probably more than on any other territory under its control with a simih't population, and this is not spent on railways, or other productive works, but mainly on mere Government administration. Officials are sent out at hi<di salaries, their passages and expenses paid, and after a few months, many of them are invalided home as unable to stand the climate. It is the costliest form of administration that could be imagined.
