Jt is regretted that Mi Massey does not expect to be ablo to attend the Imperial Cjg;fertence, but is lroped that till the other Prime Ministers will be present because the questions of Imperial preference and defence wiil most certainly be considered.

Lord Berkley suggested that ns Mr Massey would he unable to attend, the High Commissioner (Sir James Allen) .be invited.

Mr Baldwin replied that that was for the Prime Minister to decide.
