It suggests that i lie Conference he resumed at Lausanne on « April 23rd. There is a strong feeling of optimism in Constantinople. THE ANGORA NOTE. (Received this day at lI.Id a.in.) LONDON. April 9. The “Daily Telegraph's” Constantinople correspondent states the Angora Note expresses satisfaction with the Allies’ readiness to discuss the counter proposals Which the I links maintain contain no .substantial modification of the territorial stipulations which the Allies could not admit. It expresses: surprise that the powers desire to reopen the discussion, on judicial capitulations, which the Turks considered already settled. The note maintains that the text inserted in the I urkish counter proposals was the result of the efforts ol the Allied and Turkish delegates at Lausanne. Turkey fully appreciating the Allies desire to settle favourably the outstanding economic questions, and she is not opposed to discussing points which can regularly form the subject of international negotiations. The Note concludes with a promise that the Turkish delegates will he at Lausanne on the ‘Jib'd.
