(Received this day at 11. 45 a.m.) SYDNEY, March 20. “Tile Morning Herald” states it is probable this year when the naval estimates are considered, that efforts will lie made to reinstate the submarine flotilla, which when the present estimates were I'l'fAcd wore placed in reserve, in its phflre ill the Australian navy, ft is proposed to establish a seaplane base at Rushcuttors Bay. It is also proposed to replace many guns guarding the harbours, the present pieces being obsolete. “The Herald” says Admiral Henderson’s naval base scheme is now considered obsolete.
