AUSTRALIAN AND N.Z. CABLE ASSOCIATION. JAPAN’S REFUSAL. (Received this day at 1.30 p.m.) WASHINGTON, March 14. The Japanese Embassy announced that Japan has refused the Chinese request for a conference asking for the abrogation of tho 21 demands, cabled on March 10th. The Japanese Government in the course of their refusal pointed out that the Treaty which had been signed by competent Chinese lepresentatives, is not susceptible to any eljftjijSes.
