The Council met at 8.-) p.m. Present:—Messrs G. A. Perry (Mayor), G. IT. Blank, 0. Wood, A. G. Pilkington, R. F. Perliam, A. Parkhill, F. McGregor and J. Lloyd. The minutes were confirmed and outward correspondence approved. INWARD CORRESPONDENCE. In connection with the the Automobile Association for a panS l inn- place it was resolved on the motion of Messrs Perliam and the Mayor, that the eastern side of Sewell Street between the* Town Clock and the Seddon Statue be a parking place for motor ears. From 11. <b F. Cole, Returning Officer, asking for use of Town Hall as a polling place if required in the event of a Licensing Committee election, being held.—Received and request gpmt-
ed. From Clements Motors Ltd., notityiu„ intention to erect new premises at cornel" of Weld and Sewell Street, and asking permission to erect a fence whilelmilding operations were proceeding.—Received ; request granted subject to usual conditions. From G. Wormington and others, asking for improvement to Upper Sewell Street including the formation V of a footpath.—Received. Mr Perliam said if the road were put in order it would meet the case. Mr Lloyd su ported and this was agreed to. From G. 1.. Donaldson, Christchurch, notifying walking tour of Mr Alpo, and asking for assistance; stating they would arrive on 10th March and depart on the 13th, in aid of the Civilian Blind fund and asking support ot Council.—Received. The Mayor stated that the town and district had found £3oo for this fund and he thought it had done very well. He had advised the writer to this effect. From Department of Justice, notifying the Hokitika Borough Council bad been appointed controlling . 1"-' • under the Licensing Acts.—Received. From D. J. Evans, Hon. Sec. Burns Memorial Fund, asking for use ot Town Hall for flower show.—Received and request granted. From Westland Hospital Board, notifying intention to borrow from the Public Trustee the sum of £7OOO at 6 per cent to enable completion of the hospital buildings and asking for approval of Council.—Received ; deferred to next meeting, alter Mr Blank had explained that the purpose was to relieve the ratepayers of finding the money at once.
REPORTS. From Treasurer, reporting receipts £3OB os 7d, payments £l9l 6s 6d, debit balance £527 12s Id.—Received. Accounts amounting to £325 9s 5d were payment. t From Borough Inspector as follows.. In reply to yours of Feb. 12th in reference ti> wandering cattle, I have to draw the Council’s attention to the following:— For the month of January I was engaged most of my time in the office making up the roll for the Loan poll, which was taken on the 18th. On Jan. 25th I secured eight convictions in the Magistrate’s Court for wandering stock and lines ill each case amounted to 20s and costs. I'i\e other eases which T dealt with to-day lines were inflicted to the amount of £3 5s anil costs. A total of £ll 7.s and costs for January. These eases are also ones that were dealt with by me before the last meeting of the Council when it was decided to draw my atention to the matter” of wandering stock. Further, the above meeting was held about the 12th day of my Lave. Surely as these eases are all on icoord in'the office, and were so at the time of the discussion, and also punfished in the Guardian oil Jan 25th, an explanation could have been given by producing the records. Received. Mr Blank moved the report be dealt with by the Finance Committee —Seconded by Mr Lloyd and carried. Mr Wood referred to the good work of the Beautifying Association in jffa- \ oiling Cass Square footpath. He urged the Council to do its part and provide 200 loads of gravel for the work. Ho moved to that effect .—Seconded by Mr Perliam who said they ought to assist the Beautifying Association in every possible wav. They were doing j good work. Mr Blank failed to see i why Cass Square should receive 200 | yards of gravel while the streets were ! >i;ir\*iiti£ lor gravel. Any gravel should go Oil to the streets that needed it so badly. Mr Lloyd wanted to know who was the ruling body, the C oimcil oi the .beautifying Association. He thought the Council was expending a eonsider- ' able sum on Cass Square, i Mr Perliam said Mr Blank was right ! that gravel should he put on the | streets, but as a matter of fact the i Council was not putting any gravel on the streets. , Mr Perry said as it appeared tliey 1 should put gravel oil the streets, lie. moved that 200 loads of gravel he put on the streets. Mr Perliam said that Cass Square w:t' the only public ground in the town end surely 'they could afford to keep that ground in decent order. The I Beautifying Association were to be I commended for their good work. ! Mr McGregor approved of the action '„f the Association and supported the - supplying of 209 loads of gravel. , The Mayor said they only had a limited amount of money to spend, hut they had to proceed with moderation. It was not, a. question of sympathy with the Beautifying Association, but ~i equity to the rest of the town I The motion for the supply or -0 > ' loads of gravel for Cass Square was ’ put. Messrs Blank, Parkhill, Lloyd and’ Mnvor voting against and Messrs , Wood, Pilkington, Perliam and Mc- ! Croiror voting in favor. The Mayor said as there was a tie he suggested as a compromise that 199 I loads he provided. This was agreed to ' a nd the motion amended to that effect and carried. I The Council rose at 8.45 p.m.
