A PLAN. Received this dnv at 12.25 p.m.! LONDON, Feb. 22. It is announced in Belfast on good authority that British law officers ex-
press the opinion that the Irish Treaty _ contained n flaw with reference to the Commission, as Ulster was not consulted with reference to the boundaries and had decided not to participate in the Commission. It is contended the Commission cannot he held.
