SYDNEY. Feb. 20. Mr Bavin has returned from a visit to Victoria and Tasmania where he conferred with both Attorney-Generals on the question of Commonwealth Industrial Powers. Four State Governments have agreed that public servants should be excluded from the Arbitration Court. The jurisdiction of the latter should he limited to certain industries considered of a federal chameter and the Court should be composed of Federal and State Judges who should hear appeals from State Courts where inter-St,ate competition was involved.
