While the Labour Party was struggling to obtain representation in the major and the minor polities. and struggling with but feeble success, its discontent manifested itself in those reactionary doctrines which closely imitated the Bolshevik example. But once tlie party secured a firm foothold in the Legislature and in municipal government, its viewpoint began to change. Political action as a means of redressing the wrongs of tho workers assumed new viitues. Close association with, and participation in, the actualities of administration, dealt reaction a devastating blow. This sad old world is brightening up, the pessimists notwithstanding.
