ItLUTEIt’S TELEGRAMS. PEACE IN' STRAITS. LAUSANNE, December 18. The Turks circulated counter proposals demanding that no foreign navy shall ever send through the •Turkish Straits warships exceeding the tonnage of the Turkish najfy lying off Constantinople. They alsci are declaring that a League of Nations’ guarantee of the demilitarisation of ft lie Straits is not a sufficient guarantee, LAUSANNE. December 18. There were lively exchanges at tbe Straits Commission. The Russians under tho pretext- o( their exclusion fiom the exports’oi k. unexpectedly subhitted a proposal embodying M Tcitcherin’s previously announced views, demanding jbat it should form a basis of discussion. Af. Tebitcherln declared that tbe Allied plan was solely directed against,Russia, and it rendered pence illusory. Lord Curzon supported by M. Barre re and Signor Garroni, formally refused t.o have the proposal discussed. He declared the Russians’ and Turks dilnloriness was intolerable, and was delaying the conference indefinitely.
