ACSTKALIAN AND N.Z. CABLE ASSOCIATION TAXING FOREIGNERS. (Received this day at 8.30 a.m.) BERLIN. December 18. The Prussian Ministry for the Interior lias issued an order that all foreigners renting dwellings without permits from the Housing Bureaux shall be summarily expelled as undesirables. The Federal Labour Ministry has prepared a decree forbidding the entry of foreign workers in order to prevent competition. The Bavarian police are now collecting an illegal antitreaty tax on foreigners by threatening (imprisonment of those refusing to pay. RUSSIAN ARRESTS. HELSINGFORS, December 18. It is reported from Moscow that a number of officials of the Foreign Ministry, including Valentionff, Tchitcherin’s confidential secretary, have been arrested, on a charge of maintaining relations with monarchists abroad.
