AUSTRALIAN AND N.Z. CABLE ASSOCIATION. RUSSIA’S ADVICE. PARTS, Dec 12. “Le Journal’s” Berlin correspondent says there is reason to believe that Tchitcherin in conversations with members of the German Cabinet urged passive resistance to the French reparation claims, with the object oi the benefit of Germany in regard to rcparnions, and also Russia, in regard to her claims in the East. This was a great step forward, because Mr Lloyd George always opposed the bonds scheme. In respect to the new German proposals, there was not a discordant note at London Conference, which unanimously rejected , the proposal. France could not consent to a moratorium without guarantees. M. Poincare added ho was convinced there would bo no ruptuie in January, even, if they failed to reach an agreement with Britain.
