Attorney-General Dougherty’s annua report points out that the enforcement of Prohibition has become one of the Administration’s major prob-. lems It is clogging the courts and is involving the United States in a maze of internatsional difficulties. During the year ending . June . 30, there were 24 954 criminal and 2157 civil prosecutions instituted in various districts at the Federal courts, in addition to a vast number of violation cases. Eighteen foreign vessels were seized, eight outside the three-mile limit, causing protests on the part of foreign Governments.
