A SOVIET PROTEST. LONDON. Nov 0

Government have received a Soviet Note protesting against limiting its representation at Lausanne to the question of the freedom of the Dardanelles. The Soviet does not regard the Conference as a liquidation of the war, between the Allies and Turkey, but rather as a general settlement of Near Eastern questions. The Note expresses surprise that Bulgaria excluded while Roumania, Jugo-Skivia and Japan are admitted. It disclaims any intention to place Turkey under tutelage and only wishes to maintain Imkey’s sovereign rights and carry those principles into military and naval spheres, to guarantee peace in the Black Sea and security of Russia s coast. Ukrnnian and Georgian positions canno the treated separately from the general settlement, therefore she* insists on Ukraine and Georgia’s representation. It* is semi-official I y stated that billgaria has expressed disappointment at not being invited ,on the ground that she is interested in obtaining an outlet to the Aegean Sea, and also in the fate of two thousand refugees within the borders. The Allies intimated that Bulgaria’s rights in these matters will he adequately sakguarded. She will he consulted, if necessary. There is a thinly veiled apprehension in France that an outbreak ol war with Turkey, backed by Russia may cause Germany to 'consider whether she cannot reap an advantage Irom the eastern turmoil.
