On (fivision the amendment was defeated hv 13 to 11. A proviso added to Clause 12 which authorises the registration of Unions with less than 15 members, was that no union should consist of less than 5 members. The Bill was reported with aim ndonts and passed. The Council adjourned at 8.30.
