The Ifish Government lias issued its first White- Paper, which deals with captured correspondence between no Valera and other prominent Republicans. One of De Valera’s letters recommends the executive of the rebel arrnv to take control and assume, responsibility, enabling Do Valera and his colleagues to resign as public representatives. De Valera points out he and his colleagues have all public responsibility but no voice and no authority. if he cannot get tho position made clear he threatens to resign publicly despite the harm such a step would do the Republican cans* Ibe letter continues, “We cannot point to authority derived from a mojotity o the people. We could not. as a Government, refuse to allow the people to decide by vote between the two Governments. If the people were given the decision that would mean the worst of nil, namely, the turning down of the Republic.”
