AUSTRALIAN AND N.Z. CARLE ASSOCIATION GERMAN CURRENCY. (Received this dav at 0.30 s.m.) BERLIN, October 12. Instead of awniting the legislative process President Ebert to-night, under the powers to make laws where necessary for the restoration of public safety, signed a decree making it a penal offence, punishable hy three years imprisonment, to demand or accept foreign currency in any business transaction. It is concluded that German bankers and others are similarly liable if they connive at the purchase of foreign currency for speculation and investments. Certain banks and certificated traders are excepted, where ordinary business needs demands the purchase of foreign securities. The “Morning Post’s” Berlin correspondent describes the decree ns parnmountly important and the Government’s first genuine attempt to strengthen the mark and facilitate the movements of importation of necessaries to meet reparations responsibilities. The decree was issued after the Bourse closed, in order to prevent final plunges in the foreign currency market.
