Mr Dougherty Luis ruled that the sale or carrying ol liquor in all vessels. American or foreign is illegal within the three-mile limit. This decision, which has been approved hy President Harding and Mr Hughes 'Secretary of Stale), ends a_ peculiar situation in which the American Shipping Board vessels have been advertising liquor aboard while they are consi lie red American territory, and to he thus under the prohibition law. Mi Dougherty ruins also that foreign ships cannot earrv liquor, even as stores, within the three mile limit, which will seriously affect British shipping. It is expected that the shipping interests will wage a stiff battle ill the Supreme Court. EFFECT OF DRV LAW. .Mr Lasker (chairman of the Cnited States Shipping Hoard) declared that i!c.. Dougherty liquor ruling is a heav.t blow to the 'United States merchant marine. The American trade to the Orient is menaced.
