The Foreign Minister i'.d\ocatcs the repeal, so far as wine is concerned, retaining the embargo on spirits. The proposal is supported by the prohibition leader, Hr. Schaifenberg, who admits that prohibition is illusory, in view oi the obligatoiy importation of large quantities of wine, stipulated in the recently concluded commercial treaties with France and Spain. BANKERS’ ASSOCIATION. (Received this dav at 10.30 n.m ) NEW YORK, Oct. 5. The following resolutions of the committee of American Bankers’ Association are reported :—We believe the time has come for the American Government to formulate principles upon which it will be enabled to co-operate with other nations to bring about the needed rehabilitation of European countries and world peace. The report urges Mr Harding to have United States official]y participate in the Reparations Commission, and that Congress lie asked to give the American Hobt Refunding Commission greater powers to refund Allied debts.
