The, report of the League’s Fourth Commission shows that the League of •Nations is financially embarrassed, nwj u,r to the non-payment of contributions lV members, totalling 5.000.000 K«W francs tor 1921, while the payments hitherto have been only 45 per rent., „f t he 1922 contributions, while t-i* League’s budget has increased to £25.500,000.

The Council of tho League of Nations hits abolished the system "f apportioning the League expenses on the Postal I'nion system, am! substituted a units basis on the amount of each country s wealth. Tie total units are 914. Britain's share is iiinelytive: India sixtyflvo; Canada thirty-four: South Africa fifteen, and Australia twenty-six. GENEVA. Sept 30.
