The Japanese Embassy here am nounees that a statement by Baron I'chida has been received from Tokio saying: “The failure of the Chang shun Conference means no change in our pel icy of withdrawing our. troops from the Siberian mainland points. The withdrawal will he concluded by the end of October, but in Snghalien a re tirement from the Russian half of the island will take place only as soon as Nikolaievak affairs are settled. Our delegation found it bad to meet difficulties of the same character in deiling with the Soviet representatives as European nations met at Genoa and the Hague. We hoped to obtain recognition of the rights of private ownership of property and freedom of trade for the Japanese. In order - to demonstrate Japan’s good faith she has actually begun evacuating Siberia.”
