The ponding fusion of the two German Socialist parties lias been unanimously endorsed by the Majority Socialist Congress at Augsberg. RECOXSTItFCTION PROJECT. BERLIN, September 21. It is reported that a large German building material company lias concluded an agreement with French building linns for the reconstruction in I 1 rencb devastated regions. The German company is to supply the materials and to settle accounts. The French Government is supporting the scheme, which is J ikely to employ 150,000 workmen. The French Labour Department has agreed to permit foreign labour, including Gormans. up to fifty per cent in Northern France.
